Revelation 17 tells of a series of empires, five of which are past, one that is current to the first century church, and one that is to come yet in the future of the first century.
Revelation 17:9-10
Nimrod's is the first kingdom to be mentioned in the Bible. Of the cities built by Nimrod or those who came out of his kingdom, the Assyrian Empire is the first to be mentioned. The Babylonian Empire defeated the Assyrians around 612 bc. Nebuchadnezzar, king of Babylon, captured the remaining tribes in Judah and destroyed Jerusalem around 586 bc.And here is the mind which hath wisdom. The seven heads are seven mountains, on which the woman sitteth. And there are seven kings: five are fallen, and one is, and the other is not yet come; and when he cometh, he must continue a short space.
2 Kings 25:8-11
As the map below shows, the area of Nimrod's kingdom is wholly contained within the borders of the Babylonian Empire as would be expected of a head of the same beast. And in the fifth month, on the seventh day of the month, which is the nineteenth year of king Nebuchadnezzar king of Babylon, came Nebuzaradan, captain of the guard, a servant of the king of Babylon, unto Jerusalem: And he burnt the house of the LORD, and the king's house, and all the houses of Jerusalem, and every great man's house burnt he with fire. And all the army of the Chaldees, that were with the captain of the guard, brake down the walls of Jerusalem round about. Now the rest of the people that were left in the city, and the fugitives that fell away to the king of Babylon, with the remnant of the multitude, did Nebuzaradan the captain of the guard carry away.
