Beasts Empty Beasts

Beasts are probably the easiest prophetic symbol to decipher. There's really nothing to decipher. The definition is given to us in Daniel chapter 7. In this chapter, he has a vision of 4 beasts.

Daniel 7:1-3
In the first year of Belshazzar king of Babylon Daniel had a dream and visions of his head upon his bed: then he wrote the dream, and told the sum of the matters. Daniel spake and said, I saw in my vision by night, and, behold, the four winds of the heaven strove upon the great sea. And four great beasts came up from the sea, diverse one from another.
An angel tells Daniel what the beasts represent in verses 17 and 23.

Daniel 7:17
These great beasts, which are four, are four kings, which shall arise out of the earth.
Daniel 7:23
Thus he said, The fourth beast shall be the fourth kingdom upon earth, which shall be diverse from all kingdoms, and shall devour the whole earth, and shall tread it down, and break it in pieces.
So we have our first symbol defined for us. Beasts, when they’re not true-to-life beasts, are used to portray kings and their kingdoms. I assume this would include nations that are not set up as kingdoms, such as the United States of America. So, in more general terminology, beasts represent nations.

I think it's important to keep in mind that it is often impossible to distinguish a nation from its ruler. A king doesn’t attack another king in a one-on-one fight. Neither does a nation go to war with another nation without the express order from its king. So often a king is used to represent his entire kingdom, and visa-versa.
