Water/Waters Empty Water/Waters

Waters is another prophetic symbol that is defined for us in the context.

Rev 17:1
And there came one of the seven angels which had the seven vials, and talked with me, saying unto me, Come hither; I will shew unto thee the judgment of the great whore that sitteth upon many waters:
An angel tells John of someone sitting upon many waters.  This same angel also gives us a plain definition of what he meant.

Rev 17:15
And he saith unto me, The waters which thou sawest, where the whore sitteth, are peoples, and multitudes, and nations, and tongues.

The Greek word for waters is hudór, and is translated either as water or waters.

So, when water or waters is used as a prophetic symbol, it mean various peoples, and multitudes, and nations, and languages.
